Job Description

RTI’s Environment Division is seeking a Government Policy and Liaison Specialist for Counter Wildlife Trafficking (CWT) to support and help coordinate RDW collaboration with counterpart government agencies as well as ASEAN institutions and partners in the implementation of the project.  The Government Policy and Liaison Specialist will work closely with the Senior Legal and Policy Specialist and report to the Chief of Party. This position is contingent on RTI being awarded the anticipated project.

Job Responsibilities

Responsibilities include but are not limited to:

  • Advise and support the Chief of Party and team in the development and implementation of a comprehensive law and policy strategy to increasing political will, strengthening policy and legislative reform, supporting CWT capacity building, within the ASEAN region and target countries, with a focus on the ASEAN Inter-Parliamentary Assembly, ASEAN Working Group on CITES and Wildlife Enforcement and advancing judiciary capacity building and exchanges.
  • Advise and support the Chief of Party in engagement in strategic national, regional and global CWT related policy dialogues and formulation including the identification of strategic overarching/cross-cutting policy issues, development of policy agendas and terms of reference for dialogue.
  • Provide project liaison support with counterpart government agencies in focal countries as well as ASEAN institution focal points, national wildlife enforcement agencies in focal countries.
  • Contribute to the review, research and technical support of wildlife policy and legislative for all focal countries; provide policy and legislation related to wildlife trafficking research focal countries.
  • Conduct outreach focusing on policy-making groups, including ASEAN Inter-Parliamentary Assembly, National Legislative Assembly of Thailand, Office of House Representative of Member of Parliament, National Legislative Assembly of Lao PDR.
  • Provide the coordination via Thailand Inter-Parliamentary to the Assembly, Committee Session or Caucus to the ASEAN-Inter Parliamentary Assembly.
  • Lead coordination with the Thai Government to support high-level event i.e. ASEAN Special Ministerial Meeting on Illegal Wildlife Trade (SAMM-IWT)
  • Provide technical support to implement the ASEAN Regional Plan of Action (POA) on CITES and WE 2021-2025; Provide technical review and facilitate with Thai government for the annual implementing update for the ASEAN Regional Plan of Action (POA) on CITES and WE 2021 – 2025.
  • Support coordination with judicial institutions in focal countries to advance environment law and jurisprudence, specifically regarding wildlife trafficking. 
  • Support the promote regional conservation leadership to government and NGOs, policy makers and legislators, law enforcement agencies, prosecutors, the judiciary in environmental issue including wildlife trade and OneHealth issues, and private sector players with the expectation that trainings will support or incorporate demand reduction efforts and inform policy and legislation activities on the project.
  • Contribute to monthly, quarterly, and annual progress reports and support additional requests from USAID as required.
  • Provide technical support in the development and implementation of work plans, monitoring of project indicators, and overall planning and implementation of project activities.
  • Complete any other duties/activities as directed by the Chief of Party in line with the Project’s objectives.

Education Qualification

  • Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.

Required Skills and Experience

  • Minimum of 8 years of experience working in counter wildlife trafficking.
  • Minimum of 8 years of experience working in governance and policy in the ASEAN region.
  • Proven experience and effectiveness designing, leading, coordinating and implementing capacity building systems, institutional strengthening and coalition building in counter wildlife trafficking.
  • Ability to work effectively in a multi-cultural, multi-disciplinary team.
  • Highly motivated to collaborate, share information and coordinate work across teams.
  • Proven ability to communicate effectively with Thai and ASEAN government officials as project team management.
  • Fluent Thai and English written and verbal communication skills.
  • Able to work effectively with the Microsoft office suite (Word, Excel, and PowerPoint) and Adobe required.
